I would also inspect the state of the under floor coolant pipes, if they haven’t been replaced with stainless steel units I would consider doing so as the original mild steel pipes tend to go from the inside out.

Has the TT been inspected for cracked pipework, it is known problem that allows air to be drawn in?

Emissions issues do seem to follow the TT exhaust around. From what I have read in the past, try stuffing the passenger (left hand) side pipe with a rag. The MoT tester may or may not allow the car to pass in this state but at least you will be able to see the effect on the readings.

I suspect it is fitted to VVC F/TF’s due to the engine bay fan kicking in 10deg higher then on Mpi cars. As to why the engine bay is allowed to run hotter is another question…
