Car tax or vehicle excise to give it it's proper name does not fund the roads and hasn't for many many years.
Dropping the paper disc comes in from October 2014.

The best source I know for info on the PG1 is www.rovertech.net - they've been playing with them since before Tim Berners-Lee wrote a small computer program!

I would guess that some of the relays in the BCU have failed, this would account for the non unlocking, the non flashing and the non working passenger window.
There is a chap on one of the forums called technozone who will replace the relays if you send him your BCU.

If it's the hole on the lens that is too small it shouldn't be too hard to fettle.
