No it is not an EU ruling it a German ruling BUT it applies to all cars including visitors. Very little, it is a pretty village and it is on the Thames so you could go 'marsh walking' or as I intend, leave the car with them and take the train back to SE London - for me that Woolwich Arsenal.

Seriously the simple answer is NO unless you get the car modified, which I seem to remember some one did but it was rather complicated.
