This is a very interesting subject and one I have a small interest in as my hand brake will not hold on very steep hills.
So if I get myself some green stuff pads [ and looking around yellow seem the best ] my overall braking will improve and my hand brake may hold better

Bilstein dampers, 4-2-1 manifold, Head work by Sabre,stainless steel under floor pipes, MGMAINA moded alternator bracket,silicon hoses, Torque tamer, JAYLAD servo bracket, Pro race 1.2 wheels

That's what I have found...but your rear calipers and handbrake mechanism must be working properly (and it sounds like the handbrake mechanism isn't so fix that first) ...and if you fit very sticky pads on the back like the Greenstuff 2000s be aware that your TF could be overbraked on the rear...not a problem necessarily if you have ABS but if not I wouldn't advise it...
